The following is the timetable leading to adoption of the Libby 2023 Growth Policy:

October 25, 2021: Introductory Planning Board and City Council meetings.

​

October 26 & 27, 2021: Initial stakeholder interviews. Some follow-up interviews held since.

​

January 24, 2022: Planning Board work session on proposed specific characteristics and features be addressed, the jurisdictional area of the growth policy, the life of the growth policy (10 years), and the status of the “Goals and Action Plan” of the 2010 Growth Policy.

February 28, 2022: Continued Planning Board work session on the Goals and Action Plan of the 2010 Growth Policy.

​

March 28, 2022: Planning Board work session to plan for May focus group meetings.

​

April 13, 2022: Existing Conditions Report sent to City of Libby and Planning Board. Associated memo sent April 20.

 

May 24, 2022: Revised Existing Conditions Report sent to City of Libby and Planning Board and posted on new project website. Associated memo also released.

June 14 & 15, 2022: Focus group meetings held.

​

June - September 2022: Planning Board meetings were held to present and discuss key focus group findings and recommendations, community preferences for addressing various issues, and local capacity for implementing different types of potential policies and implementation measures (goals and actions). A first draft was reviewed by the Planning Board, and the Board requested multiple revisions and additions.  

 

October 2022: Draft 2 was developed for public review. The Libby City Planning Board held a public hearing on Monday, October 24, 2022 at 6:00 p.m. to accept public comment. The Planning Board adopted Draft 2 subject to a list of changes to be considered by the City Council

December 5, 2022: The Libby City Council reviewed the Growth Policy Updates recommended by the Planning Board and accepted public comments. The comments were addressed in a second draft Resolution of Intention to be reviewed and acted upon December 19th.

December 19, 2022: The Libby City Council accepted and addressed public comments. The City Council passed a Resolution of Intention to adopt the updates with changes.

January 3, 2023: The Libby City Council again accepted and addressed public comments. The City Council directed minor changes to the Resolution to adopt the updates and final Growth Policy document, which will be considered by City Council on January 17th.

 

January 17, 2023: Final adoption of the Growth Policy Updates by City Council.

 

February 16, 2023: Effective date of the Libby 2023 Growth Policy.
