Growth Policy Update
Updates to the 2010 Libby Growth Policy and
2005 Downtown Revitalization Plan and
Mineral Avenue Streetscape Master Plan
Growth Policy Update:
The growth policy update was the primary focus of the project. The Libby Planning Board met during summer of 2022 to work with Land Solutions to develop draft updates to the Libby Growth Policy. The draft document has been prepared for public review beginning in October 2022. A public hearing was held by the Libby City Planning Board on October 24, 2022, and the Board adopted Draft 2 subject to revisions as outlined in the Planning Board Resolution.
The Libby City Council held public meetings on December 5 & 19, 2022 to receive and address public comments on the proposed updates, and on December 19, passed a Resolution of Intention to adopt the draft document subject to changes.
The City Council changes were incorporated into the final version of the Libby 2023 Growth Policy dated January 2023. On January 17, 2023, the City Council adopted the Growth Policy by Resolution. The effective date of the Growth Policy is February 16, 2023.

Downtown Plan:
The City of Libby has incorporated updates to the City roles in the Goals and Action Plan of the 2005 Downtown Revitalization Plan and Mineral Avenue Streetscape Master Plan into the Growth Policy Updates.
